Regarding security export control
Security export control refers to the creation of an international framework (international export control regime) centered on developed countries, and the management of exports in cooperation with the international community, in order to prevent weapons and goods/technologies that can be used for military purposes from falling into the hands of states that threaten the security of Japan and the international community, terrorists, or other entities that may engage in activities of concern.
In Japan, from a national security perspective, regulations are in place based on the Foreign Exchange and Foreign Trade Act. Exporting goods or providing technology subject to these regulations requires permission from the Minister of Economy, Trade and Industry, and unauthorized export or provision may result in criminal or administrative penalties under the law.
At universities, exporting research equipment, materials, and samples (including taking them out when traveling abroad), commissioned research and collaborative research involving overseas companies, providing technical guidance to overseas companies, accepting researchers and students from overseas, and exchanging data and materials with overseas researchers during the research process may be subject to security trade control regulations under the Foreign Exchange and Foreign Trade Act, and may require permission from the Ministry of Economy, Trade and Industry, so caution is advised.
